First, the claim that S.190 was regulatory is debunked here.
Next, I have to point out that this bill died in Committee. Senator Tim Johnson didn't vote against new regulations. He, and many other sane people, saw no point of giving congressional powers to private corporations, as S.190 did. The bill NEVER got a vote on the Senate floor, it died in Committee - as it should have done since it was a piece of legislation that created a lot of obstacles and no new regulatory agencies.
